EN 71 is not one document but a family of European harmonised standards, drafted by CEN Technical Committee 52, 'Safety of toys,' and referenced by manufacturers seeking a presumption of conformity with the EU's Toy Safety Directive. There is no single 'EN 71' a caregiver could read cover to cover; instead there are separate parts, each addressing one property of a toy, published and periodically revised by the national standards bodies that make up CEN. As retrieved on 16 September 2026, CEN/TC 52's own committee page states its scope as 'preparation of European Standards within the field of safety of toys on mechanical and physical properties, flammability, chemical properties and graphical symbols,' which maps directly onto the structure of the parts below.
What the evidence says
Two of those parts are catalogued individually by the British Standards Institution, which adopts and sells CEN's harmonised standards as BS EN documents. BSI's own listing for BS EN 71-1 gives its scope as 'Safety of toys - Mechanical and physical properties,' current as of 30 June 2011, and its listing for BS EN 71-3 gives 'Safety of toys - Migration of certain elements,' current as of 31 July 2018, the chemical-migration property CEN/TC 52 names in its scope statement. The committee's own scope line and these two part-level records corroborate each other: EN 71 is organized by hazard property, not by toy type, and a manufacturer typically works through several parts, not one, to cover a single toy.
Age fit and safety
None of these three records state a single age range for 'EN 71 compliance' as a whole, because each part sets its own test methods rather than a caregiver-facing age line; age-specific warnings on a toy come from the Toy Safety Directive's own labelling rules rather than from EN 71 itself. Compliance with EN 71's parts supports the CE mark's chemical and mechanical safety claims for the EU market specifically and does not, on its own, establish compliance with a different jurisdiction's standard, such as ASTM F963 or ISO 8124, even where the hazard categories look similar.
What to look for
This is editorial: because EN 71 is multi-part, a packaging claim of 'EN 71 certified' without a part number is less specific than it sounds, since mechanical safety and chemical migration are tested under entirely different sections. A caregiver comparing imported toys is better served by checking for a CE mark plus a stated age range than by treating any single EN 71 reference as a complete safety picture.
- Does a packaging claim about EN 71 specify which part, mechanical, flammability, or chemical, it refers to?
- Is a toy carrying only a CE mark, without any EN 71 reference, still using EN 71 as its underlying harmonised standard?
- Would a toy that fails one EN 71 part but passes another still be considered safe overall?
EN 71's structure rewards checking for the specific hazard a caregiver actually cares about rather than treating the standard's name as a single pass-fail label. The committee's own scope statement is the clearest guide to what each part is actually testing.
